feat(oa): 添加员工金蝶信息中的部门字段

- 在ReplyStaffIk3cloudInfo结构体中新增Department字段
- 引入oa包以支持部门信息的嵌套结构
- 保持原有金蝶员工相关字段不变，扩展数据结构兼容性
