feat(paymentRefund): 新增支付退款生成功能

- 添加 ArgsPaymentRefundGen 结构体定义生成参数
- 新增 Gen 方法通过 RPC 调用生成支付退款
- 参数包含员工id、收汇单id、工厂id、发票号及原付款用途信息
